Samantha Rapoport, Chairman

Samantha Rapoport is the NFL's Director of Football Development. She formerly worked for USA Football, overseeing the NFL FLAG and Punt, Pass and Kick programs as well as women’s tackle development and three of Team USA’s women’s and men’s national teams. Prior to USA Football, Rapoport spent eight years at the NFL League office where she was awarded the NFL Commissioner’s Innovation Award for her creation of a program that fosters football participation among girls nationwide. On Sundays in the fall, Rapoport works in the NFL’s Officiating Command Center monitoring one game per week in the new centralized replay system. Rapoport has played football since the age of 14 as quarterback of several women’s tackle and flag football teams.

Vance Foradory

Foradory, a sports program director, has coached boys and girls youth flag football for 10 years, most recently with the Southwest Austin-Regents team in the Neighborhood Sports NFL FLAG league in Austin, Texas. An innovative offensive coach, he has served as a volunteer coach with youth basketball and soccer leagues, winning local championships in each sport. He also has experience with adult flag football.

Elliott Giles

Giles played college football at Youngstown State University from 1997-99, helping the Penguins earn a Division I-AA national championship in 1997 and still holds numerous receiving records. A teacher at Electronic Classroom of Tomorrow (ECOT), an online charter school, he has been involved with adult and youth flag football for more than 10 years, including the Youngstown Youth Flag Football Association. His 12- to 14-year-old girls team won the 2010 NFL FLAG regional tournament in Cincinnati and qualified for NFL FLAG’s national championship.

Tom LaNeve

LaNeve has been committed to youth sports for the past 20 years. He has coached or assisted with five NFL FLAG national finalists in the Mid-Atlantic Flag program and has an ongoing partnership with the Baltimore Ravens, organizing and developing youth football camps and women’s Football 101 events. He has been the state chairman for the NFL Punt, Pass & Kick program for Maryland, Delaware and Central Pennsylvania since 1999. He traveled to China to oversee football clinics for officials, coaches and players in an effort to grow the game abroad. LaNeve also coached the South Caroline (Md.) team to the Little League Baseball World Series in 2004 in Williamsport, Pa., and has served on advisory boards for the Junior Goodwill Games and MLB’s Diamond Skills program. LaNeve is a UPS service provider and owns E.S. Youth Programs in Preston, Md.

Huy Nguyen

An eight-year veteran NFL FLAG coach with the Round Rock (Texas) Steelers of the Neighborhood Sports NFL FLAG league, Nguyen has led two teams to the national tournament, including a runner-up finish in 2009. He specializes in offensive plays and schemes. Nguyen owns Torque Studio, an industrial design firm in Austin.

Hector Santiago

A 12-year veteran coach, Santiago has been an NFL FLAG program director since 2003, winning national championships in 2006 and 2008. A coach with the Cedar Park (Texas) Cowboys of the Neighborhood Sports NFL FLAG League, he was part of the volunteer committee that established girls high school flag football in Central Texas in 2009. He also is a league director for Centex Girls High School Flag Football and a former youth tackle football coach.
